Janitorial Services for Workforce Solutions Centers in Brownwood, Brown County and Sweetwater, Nolan County, Texas 


Workforce Solutions of West Central Texas Board (Board) is currently seeking quotes for janitorial services for Workforce Solutions Centers located in Brownwood and Sweetwater Texas. The preferred minimum term is 24 months beginning October 1, 2021, through September 30, 2024; however,   the Board is willing to consider a term of up to four years to secure more favorable terms.

Responses to this RFQ are due by noon (CST) on Monday, September 27, 2021. Electronic submissions of the detailed quotes are required and should be submitted to with RFQ Janitorial Services in the subject line.

Background

Workforce Solutions of West Central Texas Board (Board) serves as the administrative entity for federal and state workforce programs and funds allocated to the nineteen-county West Central Texas workforce development area. The Board contracts with Region XIV Education Service Center for financial management services. The Board’s primary responsibility is to provide policy and program guidance and to exercise independent oversight, and evaluation of workforce development programs and services that affect area employers, residents, and job seekers.  A key element of the system is a Workforce Solutions Center that is easily accessible and provides a professional and safe environment for customers and staff.     

Purpose

The purpose of this request is to establish a contract for janitorial services for the workforce centers located at the following addresses:

  1. 2202 Hwy. 377 South, Brownwood, Texas 
  2. 1105 Bell Street, Sweetwater, Texas

Brownwood Location Information:

  • Square footage: 3,771
  • Cleaning schedule:  Monday through Friday 
  • Current cost:  $708 per month 
  • Current contractor:  ABM

Sweetwater Location Information:

  • Square footage:  3,350
  • Cleaning schedule:  Monday through Friday 
  • Current cost:  $715.15 per month 
  • Current contractor:  ABM

Requested Services

Unless otherwise stated, the requested services should be provided for all areas of the facility, including individual offices, meeting spaces, classrooms, open customer areas, entrances, foyers, restrooms, break areas, unlocked storage areas, and any outside space that would normally be used by staff and/or customers for business purposes, such as sidewalks, entry areas and parking lots.  Unless otherwise stated, the proposer is expected to provide all necessary equipment, supplies, and materials. The cost of these items is presumed to be included in the proposed cost.  The list of specific requested services is included in Attachment B.   The preferred frequency for each service is identified by an “x” in the appropriate column.  Proposers should enter “yes” or “no” in the last column to indicate their agreement with the proposed frequency.  If a proposer enters “no”, the proposer should place Y for Yes in the appropriate column—daily, weekly, monthly, or annual that the proposer is willing to provide that service.  

Requirements

  1. Responding entities must be willing to provide services at both locations.   If a proposer desires to inspect the locations prior to submitting a quote, please contact Melissa Mauricio at or via phone at 325-795-4303 between Monday – Friday, 8:30 a.m. to 5:00 p.m. to schedule a time. 
  1. Agreement Terms:

The initial contract period will be no less than one year for the period of October 1, 2021, through September 30, 2022.  A longer-term contract may be proposed and may be accepted by the Board if the terms are more favorable. If the contract is for a single year, it may be renewed by mutual agreement of the parties for up to three (3) additional one-year terms. 

 At the expiration of the initial contract period, this contract may be renewed annually by written agreement between both parties for up to an additional (4) four (1) one-year periods. The Executive Director of the Workforce Center Board (Board) reserves the right to contract within 30 days following receipt of quotes. Board reserves the right to reject any or all bids, and/or to negotiate the terms with one or more bidders. 

  1. Insurance and Bonding:

Proposers are required to carry Comprehensive General Liability Insurance with minimum bodily injury single limit of $25,000 for each occurrence and property damage limits of $25,000 for each occurrence to include Premises-Operations, Property Damage, Personal Injury, and Contractual Liability Coverage.  Proposer must also have a bond covering employees against dishonesty and/or theft while on the premises. If the insurance policies are not written for the amount specified above, the proposer is required to carry an Excess Liability insurance policy for any difference in the amounts specified.   Proposers are responsible for any deductible amounts stated in the policies and must provide copies of insurance coverage upon request by the Board.  

  1. Business Experience 

Proposers shall use Attachment C to identify business experience and provide a minimum of two current references. 

Submission Instructions 

Proposer must complete Quote Summary (Attachment A).  A separate Facility Checklist (Attachment B) should be completed for each location.  The Board may reject proposals that are submitted to provide services for only one location.   Proposals should be submitted no later than noon (CST) on Monday, September 27, 2021, via email to: with RFQ Janitorial Services in the subject line.   Late submissions will not be reviewed.     Proposers will receive acknowledgment of submission of quote. 

Evaluation

The evaluation criteria are included as Attachment D.  Proposers are encouraged to review the criteria.  The Board has sole discretion to negotiate and/or decline all bids. The decision of the Board is final.   The Board anticipates making an award decision by Wednesday, September 29, and entering into an agreement effective October 1, 2021.
