REQUEST FOR QUALIFICATIONS FOR INDEPENDENT EVALUATORS

Workforce Solutions of West Central Texas is soliciting interested and qualified individuals to serve as independent evaluators to review and score proposals received by the Workforce Solutions of West Central Texas Board (Board) for the management and operation of our Workforce Centers and Programs (including Child Care Services).  The Board expects to select up to four (4) independent proposal evaluators as a result of this Request for Qualifications (RFQ).

Key Qualifications:   Individuals interested in serving as independent proposal evaluators must meet the following criteria:

• Thorough, working knowledge and understanding of Workforce programs as administered by the Texas Workforce Commission, including, but not limited to, WIOA, RESEA, TANF, SNAP E&T, Child Care Services and services to employers, especially in a medium sized Board area primarily serving rural communities;
• Prior experience in evaluating responses to similar proposals, with preference to individuals who have experience in reviewing proposals submitted to local Workforce Boards in Texas;
• Available to review/score up to three proposals between May 24 – June 3, 2024; and
• Available for a virtual meeting on June 4, 2024 at 1:30 p.m. CST. 

Review Schedule (Anticipated):

• Noon, May 24, 2024 – Workforce Operator RFP proposals due.
• Afternoon of May 24, 2024 – Proposals, evaluation instruments and instructions will be uploaded to Share Point for access by evaluators.
• May 24 – June 3, 2024 – Proposals reviewed/scored.        Evaluation forms must be submitted to the Board via Share Point by noon Monday, June 3, 2024.
• June 4, 2024 – Mandatory conference call with evaluators.

Compensation:   Selected evaluators will be paid $700 for each proposal evaluated and is inclusive of the required conference call with evaluators on June 4, 2024.
